Is CSS/HTML considered a normal course? Or is it a uncommon course?

For what? For a CS degree? Seems a bit basic - if it’s covered, it would be as a basic 1 day lesson in a Web Development course.
CSS/HTML is commonly studied by people who want to learn front-end web development. It’s not generally something computer science majors take.
I took a web programming course as an elective for my CS degree and it covered many languages and a lot of it was put together in the end. It contained two weeks of specifically just CSS and two weeks of specifically just HTML and then it got into other programming languages that built off of that.
