is honesty the best policy? Chances

<p>My name is Oyjin Hong. I got a 1200 on my sat. I was doing bad but then i gotted a 500 on one of the sections cuz I cheated on it. Should I tell Upenn that I am a cheater when I submit my application? I am thinking about bribing the adomonishing officer so they read my application and see what a good student I am. English is not my second language so I am sorry I cannot write good paragraph for all you Rhodes Scholars.
