Yes it is very common. American colleges have no obligation to even accept international students who aren’t full pay let alone give them money to attend their school.
Oh, and @rhandco some countries (like mine) LOVE international students and will accept them with much lesser stats than those that are actual citizens of said country. It happens.
It is common! I applied to 13 colleges and got into 3, however at one of them, I didn’t apply for FA (I got full-tuition merit aid, though).
What I found strange is that I got waitlisted at a LAC outside the top 40, but I got into Penn.

@PurpleTitan It really depends on the school. Some will be more expensive for internationals and some will be the same. There are also many scholarships available. I know several internationals here who came to my home country because they were offered full rides.

Too many int’l applicants forget that US universities are not run by the United Nations. U.S. universities are not “universities of the world” any more than universities in your home country are.
U.S. universities have a primary mission to educate American students. Even the private universities in the US get substantial taxpayer-provided direct grants and subsidies, so they darn well better take care of Americans first.
