My professor invited me to do an independent study with him, and said that we would have weekly meetings throughout the quarter. Is it ok for me to email him during break to schedule a time to meet (during the quarter)? The quarter starts on January 8th, so I don’t want to wait till then to make a plan.
Assuming you only have his work email, you can certainly contact him - that’s fine. Whether or not he reads his email and/or answers you is a different question. If he is on vacation, he is generally under no obligation to check his emails, so don’t get upset if he does not answer until after the 8th.

Follow-up the first week of classes if he still doesn’t respond.
Feel free to contact him, especially if it is to follow up on a previous discussion. Just understand if he doesn’t get back to you right away, that’s okay too. Although typically for professors they only spend part of that break relaxing, cause they also grade papers, plan for next semester, etc. so he will likely be around/available
There’s never an inappropriate time to send an email. The question is only when is it appropriate to expect a response
