Abhi: Just wondering roughly what percentage of people go on to PhD from say Tokyo U or NUS?

I don't have any exact idea of the percentage. NUS and NTU combined enroll 9,000 students per year. So, I guess the percentage of people going to PhD/Masters from NUS would be very very small.

Still NUS/Tokyo U are Research universities, and thus a degree from them would be more helpful while applying to grad school than a degree from Colby. But then due to their large size, getting good Recs letter, or maintaining a competitive GPA would be a hassle. Here I am only talking about MS/PhDs. In professional school enrollment, schools Bowdoin College fare better than many of top universities in the US.

If you can get Financial aid, go to the US. you wont regret. If not, then value it carefully.
