Is my GPA good enough for Michigan State/University of Minnesota

Michigan State would be my “same level” school and Minnesota more of a reach school. i’ve only taken the ACT once, with no prep i got a 25 but I am taking it in two weeks and expect to raise it a bit. 1200 on my SAT, again not prep I even happened to forget my calculator that day which sucked. The problem is my GPA, it was a 3.5, now it’s more like a ~3.3 . I took too many AP classes and got too stressed trying to balance them out. I will have taken 11 AP courses, 4 years of cross country (2 varsity), 3 years of track (2 varsity), and quite a few clubs, none that I stuck to for a while which i know isn’t good. both my parents went to michigan state and i believe that have donated money to the school if that helps me at all. what are my chances??

Well, it’s not the only factor they consider and you have a good shot. Work on your essay over the summer and apply earlier rather than later. At Michigan State, of those students accepted:
