<p>It should be 21, because people have said in the past that to win the State AP Scholar award you usually need at least 15 exams. It would be pure torture to try to study for all of those in 1 year. ;)</p>
<p>Yes, it is cumulative so some people end up state scholar two years in a row.</p>
