I’m a brown Caucasian and I read some articles that concerned me that the south’s old racist spirit still lingers in its present. Would that affect my college life?
Also what about Midwest and the West regions?

Where in the south? Where in the midwest? BTW, lots of people of color living in both these areas, which are huge and vary from place to place.
I only thought about the regions as a whole but not state specified. How it makes a difference between same region states? Don’t they have the same culture and heritage?
You can’t lump every person in a region into one type. Can’t even do that for every person in one state. Every city and town will have distinct neighborhoods with different vibes. And these days folks are very mobile, and move from state to state, or even across the country, so you will find true Southerners living in Oregon, or Yankees entrenched in the South.
Just as I can’t say “all french people are rude”, you can’t put one label on an American region. You will find that Americans have different backgrounds and beliefs. Yes, there are still pockets of racism everywhere, but we are a hopeful people. We hope to raise the next generation to be more enlightened than the previous one.
“How it makes a difference between same region states?”
BIG difference. A city will have a different culture than a rural area; rural areas and urban areas also vary culturally, as do college towns and “small town USA.” Miami will be dramatically different from, say, New Orleans - even though they’re both “south.” Chicago will be different from Omaha even though they’re both in the “midwest.” In a country as big and as diverse as the U.S. you simply can’t generalize.
I agree with everyone but I do have a question…what is a brown Caucasian? I have never heard that term.
