Is there any undergrad university in the WORLD where I can go as an international student for less than $10,000 US per year and still get an education on a par with say, Brandeis U. (the world excluding Canada, because I'm aware of the possibilities there already)? All my credentials are about consistent with my class rank, which is 8/360.

I studied abroad at HKUST in hong kong, and while I didn’t pay their tuition, I think it is significantly cheaper than the US. I was looking at the price of their grad school and it was approx 12000 USD for a year. I do know my dorm was only ~800 USD for a semester. It is a good university (probably higher than Brandeis in some areas), as are other universities in Hong Kong. Plus most classes are taught in english.

the National University of Singapore (NUS), the University of Hong Kong, Tel Aviv University, the University of Sydney, University of Melbourne, New South Wales University and the Australian National University are all fantastic universities with global recognition and appeal. These unis have a good percentage of international students as well.

I second that! HKUST is probably the best out of the listed ones though… Amazing campus! And cheap dorms even in a place as expensive to live in as Hong Kong!!
The fee is approx 10,000 USD per year and some courses are only 3 years instead of 4 years too!! Plus if you have high enough marks you get full tuition scholarship!
Plus you get the Asian exposure and a chance to learn Mandarin!!

In Thailand, there are two great universities. First one is Mahidol University (MUIC), sec one is Chula university (google “chula inter”). Although their requirements for SAT are quite low, they still offer great programs However, the majors are quite limited.

Chula U is in the center of capital city. The shopping/hanging out places are just right outside the campus. The skytrain is also very near the campus-very convenient and accessible I have been here once, the campus is big but buildings are old. Since this is the first university in Thailand, they just wanna keep that “traditional” feeling.

Mahidol U is around the border of capital city-more like suburban. I have never been here but I think they have big and more beautiful campus than Chula. Mahidol has more int’l students than Chula.

Both have on-campus housing yet have off-campus ones (like apartment where lots of students from their own universities stay) nearby.
