So on the new SAT I got a 1400. This translates to a 1990 using the concordance table provided by Collegeboard. On my score report they give the nationally representative sample percentile and the SAT user percentile.
Does it make sense to use an 2400 SAT percentile table to figure out what my score would be? Using the SAT user percentiles for math and reading, I get a score of 2070. My ACT score was a 31, so I feel like that roughly is the same and makes more sense.
So my question is: should I trust the given concordance table? Or does it make sense to use 2400 percentiles to match up with my given percentiles?

It appears colleges are using the concordance table.
Use the concordance tables as the new test doesn’t concord 1:1 with the old test. Also, the user percentiles might not be accurate. You should concord your score, then check the corresponding percentiles from the SAT 2015 percentile tables available online.
In % terms your 31 ACT is probably a bit better than your 1400 ACT if you are trying to figure out which score to send.

You should use the concordance table. The new SAT scores are higher than old SAT scores when the new scores are converted to 2400. Also, colleges are using the concordance table.
