Is UPenn need-blind ?

I’ve read that UPenn isen’t a need-blind university, but in they website they say that the admissions decisions are not affected by a student’s ability to pay, or by applying for financial aid.

Has UPenn recently joined the need-blind group ?

PS: forget about it, just realized that this need blink is just for US residents

Penn is need-blind for applicants who are citizens or permanent residents of the US, Canada, and Mexico, and has been for quite a while.
