You could indeed apply EA to any public university and its honors college/scholarship.
I don’t think there is one size fits all here. Each school’s REA/SCEA policy can differ, so it’s very important to check the school’s rules concerning whether and where you can file other apps.

As far as safeties go, check out Arizona state. You’d get in and i think they can be generous with money. Their honors college would be good for you, and it’s in the top three or so if honors colleges nationally. You’d likely graduate near the top of your class, but you’d be more average at a more elite school.
