Is anybody aware of any GOOD colleges or universities abroad (Preferably in London or the U.K. and Canada) that I can still apply too?
Quite a few UK universities will look at late applications from overseas applicants [because they want your money], although they are likely to have limited places available. A few examples:

What subject do you want to study, and what are your stats?
I would like to study History or Political Science. I’m an IB student. I have a steady 90 GPA.
Before applying to an English (or Welsh) university, you must decide which: History, or Politics, or joint History and Politics. There’s more flexibility in Scotland, but for most of the rest of the UK you apply to do one (or two) subjects, and just study those.
It’s not quite as strong a university as the ones mentioned earlier, but Reading allows you to study three subjects in the first year and then concentrate on one (or joint honours) in subsequent years, and takes late apps: https://www.reading.ac.uk/15/Study/apply/pg-applicationform.aspx. Have a look at some university websites and see if you like the way the course is structured. The ones above all have decent history courses.

It is worth looking at and contacting Durham. They have a combined honours course which allows up to 4 subjects including those in which you are interested. It is an excellent uni and very competitive for UK students.
In general check the UCAS web site search for individual subjects, joint honours or double subjects and for combined courses and follow up appropriately.

I’ve heard great things about Durham. Let’s say I do apply now (within the week) when will I get my response back (rough rough estimate)
At this point it’s hard to say: the schools get swamped at deadline time. You could hear in a week or not until May.
Right. I’ll keep that in mind. I also wanted to know if anyone could comment on Reading. Is it a good university? How is the international community? Is it worth sending an application this late? I’ve procrastinated on applying to universities overseas.
Reading’s decent. It’s not regarded as a top university, but the actual course is fine for history (don’t know about politics). It wouldn’t necessarily be my very top choice - but it depends what you end up getting to choose from, and I don’t think you’d regret it if you did end up there. But it probably doesn’t have the international prestige you might be looking for in terms of the average employer. Do you have any specific long term goals to take into account?
It’s got a strong international community, and the town’s population is pretty diverse too. It is a campus university but close to town (you’d call it a city in the US, and most people in the UK think it is too, although technically it isn’t). If they accept applications, and you’d consider taking an offer, it’s always worth applying 
I don’t have anything specific in mind. Maybe government or journalism. “Maybe” is the key word.
The problem is I’m a senior. I don’t know if applying within a week or so would be too late or not.
Send an email to the admissions department asking if they’re still accepting applications from internationals for history/politics.
