I'm really sorry if the answer to this question is posted somewhere already. As my junior year finishes off, I have begun a researching BS/MD programs.

On the Northeastern HPME website, it says applications must be in by Jan 1st, but the application must be requested by Dec 1st.

Does this give me time, if needed, to take the SAT's/ACTs in OCT/NOV of my senior year?

How long does it take to get them back. If you get them back before Jan 1st yes.

Have you taken the SAT at least once already? If not, you should definitely consider taking one sooner. The next test date is May 19th, and registration is due by May 5th (in five days).

Don’t rush to take the one in five days just to take it, although it would be wise for you to jump on it if you haven’t taken one already. Oct/Nov is definitely a reasonable amount of time to prepare for the SAT. You want to get in at least a good 3-4 months of strong, dedicated, persistent studying of the SAT. The math and writing are generally the two easiest to raise, though not for all, as they are the most repetitive in their style of asking questions. CR is quite repetitive, but it’s repetitive with respect to different pieces of writing, and so learning specific examples and answers is not as effective for the CR as it is for the math and writing portion.

If you haven’t taken one already, or have but didn’t study much for it, I advise for your next (soon) SAT exam that you study hard for the math and writing mainly, and really recognize how they ask and what kinds of questions they ask (for time-sake). Maximize on those scores, and then for your next one study them all but concentrate on understanding how they like you to analyze pieces of writing.
