Less expensive colleges with good Neuroscience programs?

I recently found a database that listed 33 undergraduate programs in Neuroscience. I am extremely interested in this as a major, and I'm considering doing research in something like Neurophysiology or Neurochemistry. Anyway, here's the database:

I don't think it's complete, only because I think Duke has a Neuroscience program and it isn't listed in there (not sure if it's Undergrad or not). Anyway, my problem is that most of these programs are in really expensive schools. Expensive for me is around 30k+ for one year...

Does anyone know any less expensive (at most 20k) colleges that offer majors in Neuroscience?

What about a solid undergraduate program in biology or biochemistry at your cheap home-state public university? Happydad works in neuroscience, but his Ph.D. is in Biochemistry, and his lab is full of people with doctorates in all kinds of bio-sciences including M.D.s If you can’t afford neuroscience right off the bat, a major that will let you do it in grad school probably should be just fine.
