I know this is an old thread but we were wondering if there is an updated list of which colleges do not allow score choice? My D has taken the ACT is did really well in all but one section. She wants to take it again but worries there is a risk she will go down in some of the other sections and she isn’t sure if it is worth the risk.

https://professionals.collegeboard.com/profdownload/sat-score-use-practices-list.pdf has a list of colleges’ score use policies for the SAT (their ACT policies may also be similar, although fewer schools superscore the ACT). There’s also a list of schools which superscore the ACT which you can find if you search on Google (it’s a blog, so I don’t think I can post a link).

Imo, I don’t think going down slightly in another section will have a detrimental impact, because colleges realize that there is a small element of luck involved that can cause slight fluctuations.
