Looking for colleges which also offers full need-based financial aid to international student

Hi!
I’m an International applicant for the fall 2018.I am looking for colleges to apply and there are so many colleges, I can’t actually figure out where to apply and end up changing my list over and over again. I want to study business or major in economics or finance later. So, I’m looking for some colleges that offer full need-based financial aid for international students. I was wondering if anyone could provide me with some suggestions. I would really appreciate it.

These are my top three choices:

  • University of Pennsylvania
  • Harvard
  • Brown

These are my dream colleges. I also want to know, with my stats, do I have any chance to get into these colleges?

SAT I: 1480 (730 ERW, 750 M)
SAT II: Math level 2: 780
GPA unweighted: 3.8

Activities: Intern at a financial company for three years; Played basketball (9th &10th grade) professionally and for school team until injury, after injury worked as the assistant coach of the school team; basketball training camps; Photographer at an International Non-Governmental Organization; Photographer at various startups; ten model united nations (represented my country in Harvard national model united nation in 2017).

Awards: 1st place in National Basketball Tournament (’16), 2nd place in National Basketball Tournament (’15,’17); three outstanding delegate awards and three honorable mentions in model united nations; best volunteer award (organized five biggest inter-school basketball tournaments of the country); selected photographs for exhibitions in various high school photography competitions.
