Apply HEOP to Hobart&William Smith, St Lawrence, Marist, Syracuse, RIT, Wagner, Lemoyne, Manhattan college, and EOP to Baruch plus one- two other CUNYs of your choice plus SUNY Geneseo, SUNY Albany, SUNY Oneonta, NYIT , SUNY New Paltz.
Lemoyne, Molloy, Nazareth you can apply to without HEOP but they will likely not be affordable.

if you can just get your grades up to 3.0, then with your 21 ACT you can get a full tuition scholarship to Alabama State University. it is a Historical Black University in Montgomery Alabama. here is the link to their Academic Incentive Scholarship:

with that scholarship Alabama State might be even less expensive than community college. you could stay the whole 4 years or transfer after 2 if you do well academically.

@sirEdan: you have to look into all of the colleges on the list. Unfortunately, being low income and having low-ish stats means you have to apply widely, hoping to get sufficient financial aid. You’re extremely lucky in that you live in the State of New York, which has state grants and a program such as HEOP/EOP, but it’s very competitive, so to increase your chances you really need to apply to as many colleges as you can do a good application for. That means that even if something is “recommended” and not required, you need to do it - uploading a resume, writing an essay, etc.
