<p>As an international I do not qualify for Federal Aid and with no Social Security Number or ARN I cannot fill in the FAFSA form. I consider myself to be a very competitive applicant (33+ ACT, 3.90 UW GPA, lots of EC and community service, internships etc.) I'm looking for colleges that are good options for engineering students. I'm specially looking for upper-tier universities but ultimately any suggestions are welcome. </p>

<p>The University of Alabama often is recommended for students seeking large merit scholarships guaranteed for specific stats. They offer full tuition scholarships for out of state students.

<p>Many upper tier dont give any merit because all of their students are top students. When a school’s upper quartile is an ACT 35+, it is hard to select a few to give some merit.</p>
<p>the few top schools that do might choose to select a few exceptional students who have very high scores 2300+ or ACT 35+ and/or who help them with their DOMESTIC diversity numbers or have some amazing hook. some will not award to intls, some might.</p>
<p>You can try a few top schools that give merit, but those will be a crapshoot.</p>
<p>Luckily for engineering, there are many very good programs out there. Some of them do give large merit for stats, even to intls.</p>
<p>Tk2 mentioned Alabama. … If those are your stats, then Alabama would give you free tuition plus 2500 per year.</p>
<p>Only 6 are need blind and meet 100% of need for internationals - Dartmouth, MIT, Harvard, Amherst, Yale, Princeton. There are ~20 more that meet need but are need aware, so applying as a financial aid requesting international will lower your chances greatly at those schools. If you can get into one of the 6 you’re set but obviously they are all extremely difficult.</p>
