Looking to transfer, but don't know where to start: In need of advice

I finished up my freshman year at Bard college and am looking to transfer either the spring semester or during the fall semester the following year. Among others – and most importantly – I’m worried the social scene is going to take a serious toll on my mental health if I continue to attend school here. I’m from Philly and would also love to be closer to home. A little about me – I’m a Literature major with an emphasis on media studies (if I end up transferring, I am open to change to communications if possible); my college GPA is a 3.91, but my high school stats are on the lower side (4.16/5 GPA and a 1690 SAT); and would prefer to go to a school that doesn’t have such a large drinking and drug culture (although I’m not naive: it is college and neither are going to be totally absent wherever I go).

I understand this request is vague, but are there any schools anyone would recommend I apply to? Would my high school stats bar me from gaining potential admission from more “prestigious” schools? What resources should I look out for to help aid me during this process? Although money is not an issue because of outside scholarships, transferring to a school that would give some merit aid would be nice.

I can’t recommend schools for you to apply to (I’m sure someone else can), but I can give you a piece of advice from when I transferred. Your high school grades usually do not matter. They matter less as you complete more college coursework. If you transfer in the Spring of 2018, then they would have a whole year of grades in stone, plus a semester pending that they would seek a midyear report for. If you transfer in the fall of junior year, they would have three semesters of work to look at and one pending. Also, you don’t have horrible high school stars so I would not worry about it. I will also say, merit aid is hard to find for transfer students depending on the school. All of the colleges I applied to transfer to only offered financial aid.

Almost all of the ones I got into (as a transfer applicant) offered me merit-based aid (3.76 GPA), but none offered me need-based aid. What does your high school GPA translate to on a 4.0 scale?
