Math problem, help!

Hey got a really confusing problem, although there is an explanation at the back of hte book I don't get it. Help. Thanks in advance.

Which of the following is an equation whose graph is the set of points equidistant from the points (0,0) and (0,4)?

A. x=2
B. y=2
C. x=2y
D. y=2x
E. y=x+2

If you draw all the points that are equally distant from points (0;0) and (0;4), you will get a horizontal line that goes through y=2. Some of the points equidistant from (0;0) and (0;4) are (-1;2), (0;2), (1;2), and (2;2).
