If you have never lived in Canada for more than3 months, were born outsideCanada and have a Canadian citizenship, you will qualify under situation 8c.
We just went through with our son who is in his first year at McGill and it worked like a charm! You will have to submit all the papers need to Legal Documents and you will see a change of status. We had to pay the Canadian level tuition but we were just reimbursed the difference (between Canadian and Quebec level) as soon as his status changed!

does it have to be 3 months prior to the first semester at mcgill (classes starting aug. 31, so i would have to be there at least on may 31) or does studying there on-campus as a canadian citizen having never lived in canadian qualify for the situation? like if i went to qc starting in late July and stayed throughout the school year
For both my daughter and son, we came to Montréal/ Québec City areas a little before (8/10 to mid-August), spent time with family/friends then they move in. It is 3 months from your entry in the country that you are eligible to submit papers.
So, for us, they were able to do so mid-November. No need to be in Canada 3 months before the start of class.
You will want to make sure you are on campus a week ahead of start of classes so, you can attend Frosh if you want.
You will have to pay Canadian level tuition in August of your first semester but, as soon as you paper work is received and approved, you will receive a credit for the difference between Canadian and Quebec level tuition you paid.

Be sure to save your residence hall contract or off campus lease, utility bills etc. showing your address etc. You will need them to prove your residency.
