Is MN-Twin Cities or UW-Milwaukee a better school? What are the pros and cons of each for a Global Studies major with a Spanish minor?

Both great schools (and great rivals). UW has excellent international relations major, as well as a top poli sci department. Being in the state capital helps with internships (of course, same could be said of St Paul). Madison is a city, but smaller than Twin Cities, so while a student can have an urban experience in Madison, it is not a big city experience like the Minneapolis – that could be a plus for some, a negative for others. They both have great outdoor culture, cold winters, big sports etc.
With reciprocity, the cost for MN resident to attend UW, and a WI resident to attend UM Twin Cities, is a much lower than for other OOS residents, but still more than in-state. Are you in state for either school?

My bad, I didn’t read carefully enough . . . never mind. In that case, I’d say MN Twin Cities, though Milwaukee is a great city for young people too.
(In my defense, the title was MN vs. WI, so I assumed – wrongly – it was the two flagships.).

UMN Twin cities is better than UW Milwaukee.
