Morrill scholarship?

can anyone explain exactly what this scholarship is/requires? I’ve tried to look on their website a bunch of times and I can’t find any solid information. OSU is my top choice and I am an out of state student with not high enough test scores to be able to afford it with merit scholarships. Someone told me to look into the Morrill scholarship but I can’t figure out what it’s for/requires?

Criteria
The Morrill Scholars Program (MSP) is a highly competitive diversity scholarship. Applicants should be academically exceptional high school seniors who are ambassadors of diversity in their schools or communities and promote cross-cultural relationships among their peers. Award levels
Note: Due to their values, MSP scholarships replace all other university merit awards a student may have been offered.

    The Distinction Scholarship is equivalent to the value of the cost to attend Ohio State for both Ohio residents and nonresidents. It includes room and board, a book allowance, and miscellaneous expenses.

    The Prominence Scholarship is awarded to nonresidents. This scholarship is equivalent to the value of both in-state tuition and the nonresident surcharge.

    The Excellence Scholarship is awarded to Ohio residents. This scholarship is equivalent to the value of in-state tuition.

How to apply
For priority consideration, submit the Common Application by the November 1 early action deadline. Be sure to indicate your interest in MSP on the Common Application and complete all required MSP sections.

In addition to what BrownParent listed, there’s also the Eminence Fellows program. This is the biggest scholarship awarded by OSU. It covers full cost of attendance (including room and board, books, and some other miscellaneous expenses). It also comes with a $3000 enrichment grant that can be used for research, study abroad, or internships. You can use it for just about anything as long as the university approves your plan for its use and it’s related to your studies.

For both Morrill and Eminence, there is an additional application you have to fill out. You can apply for Morrill at the same time you apply to OSU - there’s a spot on Common App for it. For Eminence, you have to follow different instructions, which can be found here: http://honors-scholars.osu.edu/honors/eminence/apply

Both require essays. I’m not sure about Morrill, but I know there’s an interview for 75 Eminence finalists. They name approximately 25 Eminence Fellows each year.
