What I am worried about is letters of recommendations and such. if I move now I will be out of contact with these teachers who I’ve known for 3 years now and whom know me very well; I could always email them a request for a recommendation, but what if they forget about what I was like? My mother is going to move this summer, but she said if I really want she can wait until next summer. I have no close friends here, and I would be moving back to the place I grew up at which I like much more than my current town. I really like all of my teachers, but I know I will leave them at the years end anyways. Also, I will be going from small town Illinois to phoenix Arizona, so the curriculum and graduation requirements might be different. Please, lend me your thoughts. Thank you. (Sorry if I sound like I’m rambling/incoherent. I’ve had a long day @ work).
You could always ask your teachers to write your letters now, while you’re still fresh in their minds. They can say how much you’ll be missed.
Junior year teachers are perfect for recs. It would probably more useful to admissions people than recs from a school that hasn’t gotten to know you at all. You should probably talk to your gc before you move. I imagine colleges might also want to know where you stood at your present school.

I agree with neatoburrito. Even if you were staying next year, you would be well-advised to discuss letters with your teachers before the summer break. And doing it in person (with email followups) is always better.
