I have 5 “Best Delegate” awards from Model U.N at various conferences and in varying types of committees. This is nearly every committee I have been in. Can this classify as a hook for top college admissions? If not, what steps would I need to make it one?

It is a good EC but not a hook.
The best way I can think of to explain hooks is that they are broad categories of students that colleges are always looking for. Having a hook is a bit of a thumb on the scale (not a guarantee of admission) for an otherwise qualified applicant. Hooks are generally considered being a legacy, an underrepresented minority (URM), a recruited athlete or a development case (parents have or can be reasonably expected to BIG donations). Did I forget anything?
EC’s aren’t hooks, but EC’s can certainly be very impressive and have a real effect on admissions. I don’t know much about MUN, but from what I know, you’ve done very well. Concentrate on the things you have some control over and don’t worry about things like hooks that you can’t effect.
