Is it difficult to reserve a music practicing room at USC if I am not a music major?
Also, do the music practicing rooms have bass/guitar amps? Or will I have to always bring my own amp?

Also, it is unusual for people to practice bass/guitar in their dorms?

I took a few semesters of MPWP 300x (Private Instruction in Saxophone for Non-Majors), so I will be able to answer some of your questions.

Before you can practice at UGW and check out rooms at Thornton, make sure you go to Music Operations to sign up for access to the practice rooms (at Thornton and UGW) and/or an instrument locker. You must sign up for this access and the sticker that goes on your ID each year in order to use practice space. You can check with Music Operations, which is the office at Booth Hall, in person or via phone/email to find out when you need to sign up for this as a major or non-major.

The Music Practice Rooms at UGW are first come, first serve, so you will not be able to reserve them. However, your instructor/professor can reserve them if you have a lesson. I am not sure if the practice rooms have bass or guitar amps, but check with your professor or Music Operations to find out.

You can reserve one of the classrooms and extra practice rooms at Thornton, but you will have to go to Music Operations to get the key. Some of the classrooms have bass/guitar amps, so you can check with Music Operations to find out which ones have them.

Sometimes, although it’s a walk-in system so no reservations. It’s usually possible, but it might take over half an hour during busy times, and don’t even try on jury days.

No, which is a huge bummer for people who sing and play at the same time. Sometimes I lug my amp down and it’s rarely worth the hassle.

I know many music majors whose primary instruments are guitar and bass, and they typically just stay in their rooms to practice. If you have a roommate, bring headphones with a 1/4 inch adapter. If you really must be in a practice room to be efficient, use an audio interface and software presets on a laptop or something. There should be a bunch of free ones in Garageband if you don’t have anything else to work with.
