^yes, but the big obstacle is linked to the new ACT score required (it used to be 20 at first, but has been pushed up and up so that now more than 80% Florida students don’t qualify :s. If OP has everything else and is ~24 ACT, it’s worth retaking as Bright Futures will accept scores taken until June of Senior year. If OP is below 24, then it’s pointless, but being close, prepping seriously and hitting 26 would mean more money for 4 years, which would certainly help this lower-income family).

I’m asking because since two schools think he’s OOS, then maybe he entered something wrong on a common app and therefore both schools think he’s OOS.
Did you fill out separate applications for these FL schools?
Was there a question about how long you’ve lived in FL? What did you answer??

Is there a way to pull up your app to review for some errant info?
Most students do not use the common app for Florida schools as the institution specific apps are easy. My daughter school would accept the common app, but the school online app was free while the common app costs money. Very easy to pick the online freebee. Most kids I know just use the school specific apps, the guidance counselors send all the transcripts electronically to state public schools.
If the student is graduating from a Florida High school, I don’t think there should be an issue about residency. Student says he’s been given a Pell grant, so no citizenship/status issue. Because it has happened at two schools, I think there must be something we’re all missing. I never heard of the instate kids being questioned for residency at the public schools. Quite a few went to North Florida from our high school, but no problems.
OP can also ask the high school guidance counselor what is going on. It does seem strange that two schools have questioned the residency. However, it should also be an easy fix.

I agree. The fact that both are indicating OOS tuition, was why I thought it might be a single error on a Common App. This is a Pell Student with likely fee waivers so he may not have cared, and just used the CA.
The student needs to review his app(s) and see if he wrongly answered any questions that ask if you’ve lived in Florida for more than 12 months (or however the Q is asked.).
@facade18 Do your bio parents live together? If not, did you use a parent’s info on FAFSA that doesn’t live or work in Florida?
Please go into these schools’ portals and see what they’re listing as your home address and your school (city and state). Look at the zip codes, too. It seems that these schools think you live in another state.
OP, call the school Monday am and see what you need to do to get your status changed to in-state. Don’t delay.
You never directly answered whether you graduated from a FL high school. It sounds as if you didn’t file the proof of residency form. You are gapped only $4478 for direct costs when you are billed as in state. You should be able to work this summer and earn that. Then you will need to pay for books and normal day to day expenses. If you are getting the full Pell I bet you qualified for Work Study. You can use that for living expenses as you earn it. Your parents will save some money with you not living at home. Is there any chance they can pass a little of that to you?

Are you graduating from a FLORIDA school? How many years have you attended a Florida high school.
You mention that your mom is a citizen, but you don’t mention your dad. Does your dad live in ANOTHER state, and if so, did you use HIS info on FAFSA? If so, that would be saying that your custodial parent is OOS, and that you lived mostly OOS.
I think m2ck maybe on to something. It seems some declaration forms need to be completed by student.
