nhoj2017, Arizona State is the only one I have found that (I believe) gives full tuition. When you read their website about scholarships, it is mentioned under the page for National Merit Scholars

I think Fordham gives full tuition for National Hispanic Finalists. My daughter got it early in admissions process. She is also NMSF, but wasn’t a finalist at the time she applied at Fordham. I think she got it for her Hispanic distinction.
