Need-blind vs International student

<p>I am researching on Swarthmore. Good news is that it uses need-blind admission. Bad news is that "There is one exception: Since our aid to foreign national students is limited, we make offers of financial aid to only about 20 new foreign national students each year."</p>

<p>Do all need-blind colleges limit international students to such extent? Swarthmore is one of the top and there are but 20 slots for the likes of me. I am not an outstanding student, so getting to Swarthmore may be out of question ...</p>

<p>If you are not being modest, and you are not an outstanding student (top 1% in your country + something impressive) yes Swarthmore IS out of the question.
It is even rare for a college that size to have that many entering international students. 36 internationals were admitted, 20 had full need met, that’s pretty good.</p>
