For US students, UVa is need blind in admissions.
I should add that most public universities are need blind for US students - but most OTHER ones do not say they meet 100% percent of financial need. If there is a gap, you are supposed to take out PLUS loans, or just decide you can’t afford it.
There are some OTHER colleges and universities that are need blind for their regular admissions cycle, but look for full pay students for their wait list spots.
According to Wikipedia, UVA is the only need blind full needs met public. U Michigan is also in this list but for instate candidates only.
The last listing I saw was that UVa and UNC-CH were the only two public universities that met 100% of proven financial need for all US students. UNC-CH has had some state budget cuts, but last time I checked, they were still offering very good financial aid.
In most cases, UVa includes federal loans and work study jobs as part of meeting 100% of need. The problem is that first year OOS students at UVa may have trouble getting the number of hours needed to earn the expected work study income. A student does not need to do the work study if they can find the funding from another source, such as a well-paying full-time summer job.
