@PurpleTitan U of C has a great CS department (my wife interacts with them every so often), and TTIC is also an excellent department (again, my wife works with them a lot), and the OP would get a top notch education there. Nonetheless, I would still recommend CMU over U of C for an undergraduate degree, both because of its reputation as supporting out of ordinary interdisciplinary studies, and because it really has a much wider range of expertise.
I don’t believe this is a particularly close decision - CMU is really at the cutting edge of computer science that only has a few peers (like MIT, Stanford, Berkeley, Michigan, UIUC, Georgia Tech, Caltech). UChicago is good if you want a broader education, but if you’re really interested in computer science then the choice really is CMU by a large margin. I mean the stuff coming out of there is insane - the forefront of research in deep learning, artificial intelligence, computer vision, that’s all happening right now at CMU. And I’m saying this with no horse in the race, just an view of the two schools.
