Capital University goes to Sweden.
“International and Off-Campus Study
Seniors have the option of spending eight weeks of their first semester in Sweden studying community health nursing, while sophomores and juniors have a variety of off-campus study opportunities. They can travel to Mexico to help staff at a local clinic or spend a week in Panama. Off-campus study opportunities vary and are generally for a shorter duration of time.”

You might also look at Duquesne, although the nursing program warns that it’s very difficult to do a semester abroad (and will probably result in summer school classes). They suggested you should start working with your advisor right away as a freshman to plan for a semester abroad, and that Junior year would probably be the worst time to try to do one. Between required classes and rotations, nursing is very structured.
