NC State University has Biological, Chemical and Geological Oceanography

Any student accepted in UCSD can take classes at Scripps. According to an email I just got from them, " Scripps Institution of Oceanography is an academic department of UC San Diego, and all admissions requirements are established by the UC San Diego Admissions office. You can find out more about UC San Diego’s admissions expectations at this site: [UC San Diego: Undergraduate Admissions](Admissions) All undergraduates admitted to UC San Diego have the opportunity to take classes from and participate in research with Scripps faculty."

FSU and Miami both have these programs, I believe.

You may need to search under a different term as it may be offered as a concentration within a geology department. So you may need to dig a little.
Try using the college navigator to get a list of schools in states you want with potential majors [College Navigator - National Center for Education Statistics](College Navigator - National Center for Education Statistics)
Export the results into a spreadsheet, then go to each school’s website to research majors and concentrations.
Also this website has good info on potential majors -
