<p>hmm...well..it says automobile records and phonebooks. But, it doesn't give information regarding the location of the phone books they used or the automobile records they found. For example, they may have used phonebooks across the country. That is left up to interpretation. Therefore, 5% as being too small a population to represent is the correct answer, in my opinion.</p>
