Only one recommendation so far can I still submit?

<p>So far one of my teachers submitted the my recommendation but the other teacher hasn't submitted it yet. Can I still submit my application for colleges on common app and then my other teach upload the rec after I submit?</p>

<p>Also half my colleges says my teacher uploaded the recommendation and the other half it doesn't appear.</p>

<p>Should I apply to suny's or cuny's first, and for cuny's are you allowed to have recommendations to make your app look better and how do you do that?</p>

<p>Yes, you can submit your app before all your recs are in. Be sure you have “assigned” your teacher to all your schools before you submit.</p>
