<p>If you are instate for tuition, then you are instate for application purposes. Residency is claimed at the time of application when the applicant fills out the Residency classification. Being a prepaid beneficiary is an exception listed under residency requirements (among a few others) which classifies the applicant as an instate applicant.</p>
<p>It says they are classified as In State for TUITION purposes, not ADMISSION purposes.</p>
