He needs to connect with current brothers via Facebook, friends, the official recruiting list, etc. Many fraternities will be done selecting members by the time formal recruitment begins in the fall, so it helps to know the rush chair and other brothers the summer before his freshman year or even during his senior year of high school.
Note that southern chapters of national fraternities of national fraternities might operate slightly differently than those in California as each individual chapter operates slightly differently.
