No. State universities generally are obligated to admit more in-state students. It is harder to get more in from OOS.
No. UNC has an OOS legal cap of 18%.
Also, I don’t think that UNC-CH (or any other public university) has “diversity quotas,” which would probably be illegal.

UNC is a public Univ. They’re not allowed to consider race.

And, UNC would cost you a LOT more than $10k per year.
The odds of you getting a scholarship to UNC are very slim. Check the NPC- if you have siblings in college at the same time you may get FA… this depends on how high your parents income actually is. Paying less than $10,000 a year will not happen.
