On the Common App recommender’s page for USC, I only see spots for counselor and teachers. Are we allowed to send in recommendations from other people such as mentors? If so, where should we submit them?

It depends on the school. It’s likely if that is how USC set up their common app those are the only recs that they want to see. However, I would always say to email their admissions department for clarification.
The admissions staff’s youtube hang-out videos have suggested that additional info or recommendations can be sent in if you somehow deem them to be truly important to admissions forming the proper opinion of you and your total application. You can email such to: admscan@usc.edu Thereafter, they are scanned and added to your application file.
I would not recommend overwhelming them though. One extra “other” recommendation is likely okay. Or you may feel the need to submit a Resume in that manner, for example.
Certain USC schools, via their supplemental portfolio requests using SlideRoom, do ask for more recommendation letters. In those cases, they make it possible for your recommender to receive an email request and upload directly to SlideRoom’s website. So the school’s that want more than two, make it clear to you.
