<p>Here is an interesting take from The Rockefeller Institute of Government.</p>
<p>Essentially the idea is that Upstate New Yorks' population is declining..especially among young people. This decline is hurting economic growth. Therefore New York should attract college students to our public and private colleges and universities. Studies indicate some would like to stay past graduation.</p>
<p>And the question is should we therefore encourage out of state students to attend by not increasing tution for them?</p>
