In this context, would being Asian be a plus? Or is this still a case of being an ORM?
Depends on the type of Asian - from Cambodia, Laos, Vietnam?
Probably depends on the scope of the scholarship too. Nationwide hard to say. Regional/local scholarships in the midwest/south could be URM. CA may be ORM. And I agree may depend on the nationality too.
That might help, but on this one I don’t think the form asks about country - just categories (Asian, African-American, Hispanic/Latino, Mixed, Other) and there’s “Prefer Not to Say”
I’m guessing “prefer not to say” might be a bad choice in this one. It is national in scope.
Minority status is self identifying (except Native American). If you so identify, you can claim that status.
I think the application limits OP to specific categories and s/he is wondering if being Asian is considered an URM or ORM for scholarships. I think it would depend on the scholarship.

It depends on the geography. For example, in Iowa they want to attract minorities (where all minorities are URM) so Asian definitely qualifies for minority scholarship there. The only state I can think where it would backfire is CA. When my S interviewed with Lehigh he was told he had a high probability of admission because they don’t get many Asians from Illinois
