You might prefer Frostburg or Salisbury as campuses away from your home, more established, more ‘college like’ than the urban campus of UMBC. It’s a personal choice as to which type of campus you like more, if you want to be in a college town or in a city. I’ve known many kids who love Frostburg or Salisbury. Salisbury attracts a lot of kids who grew up going to Ocean City and want 4 years of college with the beach close by.

You got into Penn State UP and denied UMD? That’s weird. Did you apply directly for computer engineering? Maybe that’s why.
Can you and your family pay the remaining amount of $10k per year?
UMBC might be unaffordable also. Where will the $10K come from? Can you commute to UMBC or one of the other two choices. Does Frostburg or Salisbury offer Computer Engineering?

We’re seeing a lot of this now. Publics wanting OOS money will accept OOS students, even if they have lesser stats, in hopes of landing some who have the resources to pay the high OOS costs.
These schools are using models that tell them how many OOS students they should accept in hopes to get the desired number enrolled to pay the OOS rate. Likely, the yield is low because many can’t pay, so they are “forced” to accept students with stats that would have been denied if instate.
We willl have to take out a loan for UMBC also but 40k loan sounds a lot better than a 120k+ loan for total of 4 years
How about a community college with transfer agreement to UMD CP?
