Perfect ACT, average GPA. Colleges?

I’m gonna get slapped for saying this, but I think high test scores are a much better measure of intellectual capacity than GPA. GPA, however, is probably a better measure of how diligently you will apply yourself in college and is therefore often taken as a predictor of college success.

I suggest you look for quirky intellectual schools. Reed, maybe? If you are still growing in the “ability to apply yourself” area, avoid schools with an open curriculum. Those distribution requirements will guarantee you a decent education.

I agree with Wash U and Haverford. For the latter, you must have an interview and you will have to write a kick-butt essay to have any hope. Your upward grade trajectory will help, as it shows maturity, and I know some top schools, notably Stanford, don’t even look at freshman year GPA, and there are probably plenty of other schools that don’t, either. So there’s hope for you!
