That’s what this forum is for, to ask questions like this. Rules on double majoring really are dependent on the university but in general it’s easier to get double majors when both majors are in the same department or college. Since I/R and Comp Sci are in the same college at places like Northwestern and Berkeley, it would be easier to get the double major there because they allow it and you can use core courses to satisfy both majors.
It’s not a question of workload, if a university doesn’t allow it, they don’t allow it.
Georgetown’s I/R is in its School of Foreign Service, not in its college of arts and science (called Georgetown College) and you can’t get a double major across different colleges. It doesn’t apply just to Georgetown, Northwestern’s journalism major is in a different school than arts and sciences so you couldn’t double major in say I/R and journalism.
Your best bet for Georgetown would be to see if you can minor or get a certificate in CS, if you want something on your transcript. Otherwise you’d have to use your free electives and take CS courses. Visit the schools or call them directly, they’ll be more than happy to answer these questions.
