<p>Ok. so I'm a permanent resident and my parents are divorced, so i have to submit the noncustodial application of CSS.
but my noncustodial parent lives in another country and his tax stuff is totally different from the US stuff, so he can't really fill out many things in noncustodial CSS plus he doesn't really speak English.
What should i do?

<p>I don’t know the answer to your question (Thumper, Swimcatsmom, Sybbie, etc probably will answer), but in case it becomes a problem getting financial info from your dad, you probably should also apply to some in-state publics since they will only require your mom’s financial info.</p>

<p>Just contact each school. My D has a situation where she doesn’t really HAVE a non-custodial “parent” because she’s never known him, we have no contact, etc. Collegeboard doesn’t handle this, but each school decides if they’ll allow you to submit a REQUEST for a waiver, based on your circumstances. They do not HAVE to allow the waiver. This may not be the same situation in your case, but…I did get VERY quick answers from financial aid at nearly every school we contacted (Harvard took forever, compared to everyone else). So…let them know your situation and see what they say.</p>
