^^^ Trinity in TX would almost be a lock for 20K+ in scholarships (per year). and it is a reasonably priced private that is very well respected. Very good choice if TX is in the running. They have EA so no reason not to get this acceptance and merit award under the belt early in the process.

These are both public liberal arts colleges.
With a 4.0 GPA/35 ACT and top class rank, she might get money from University of Pittsburgh. Apply early, application opens in July I believe.

And since the conversation has moved to include Texas schools, Baylor is another with excellent merit scholarships (full tuition and beyond) to their honors college for top students.
