<p>Harvey Mudd, Olin, Cooper Union in what you call "tier 1.5" as well.</p>
<p>Generaly speaking, the top 3 EE departments are Cal, MIT and Stanford. The next 6 or 7 are Caltech, Carnegie Mellon, Cornell, Georgia Tech, Michigan, Texas-Austin and UIUC.</p>
<p>HMC, Rose Hulman and other LACs offer strong general Engineering programs, but you will have to do your own research to see which ones actually offer a concentration in a specific field. Most LACs only offer a degree in General Engineering.</p>

<p>Just to give something more personalized than the rankings - I have friends (MIT alums) in the grad EE programs at Cornell, Stanford, and Columbia, and they all seem pleased with their experiences.</p>
<p>Most LACs don't offer specific engineering majors. But check out Olin College and Harvey Mudd, and, if you're female, Smith.</p>
