Possible to transfer after exchange program?

I'm an international student going to UCB through EAP,

I was selected to go for exchange in UC Berkeley from this fall..Now I'm a sophomore majoring in Econ, and will become a senior next semester.
I very much like US and want to pursue my education there. So I've got this idea that if I can make it to transfer to UCB, rather than just go there for a year..I searched for that but hardly found anything really helps.
I'm wondering is there any international transfer students in UC who went through EAP first? Or,,do you have any idea what I should do now?
Thanks a lot!^^

You do know that the credits you earn while in the EAP program will not count towards your degree if you transfer to UCB afterwards, right?

Franklly I have no idea of that,I was fancying that cuz I will take the course in UCB so they could surely be transferred, but if so then,
And since the application for fall 2009 has expired, the biggest question concerning whether I can apply is that if I apply for the fall 2010, I’ll be a senior transfer, but what about the junior year spent in UCB as an exchange?
