pre med college/university search

Some context:
I am a US citizen however I am completing highschool outside the US. I have a 3.97 gpa and a 1500 sat and I am looking for advice on college selection for a pre med track. I read that it isn’t recommended to go to the highest rated university that i can get into. Therefore, I am searching for universities where I can maintain a high GPA, have research and volunteer opportunities, and ofcourse not get too much into debt before med school. Since I am living outside the US I am unable to get instate tuition, therefore, I must rely on scholarships to decrease tuition. I am mostly looking into Texas since I have family there, however I am also considering schools in California and Florida because of the lifestyle.

In Texas I am looking into Baylor, UT Dallas, UT Austin, Rice, Texas A&M.
in Florida i am looking into University of Miami, University of south Florida, University of central Florida, and University of Florida.
In California I am looking into the UCs.

Questions:
what do you think about the Universities I am looking at for pre med?

What other Universities/colleges would you recommend for a pre med track?(I don’t mean which University is ranked the best; I mean which university would best help a pre med student maintain a high GPA, and provide them with volenter/research opportunities)

The California UC’s offer little to no financial aid to OOS students so you are looking at $65K/year to attend. Save your money for Medical school so I would cross off the UC’s. UC’s are very competitive as a Pre-Med student so you will be fighting for that high GPA and coveted research positions along with many other qualified students.

The other issue with not having any state residency is that medical school will be more difficult to get into and more expensive.

Is it possible for me to get instate state tuition when after finishing pre med for med school since i will have lived there for 4 years? Plus my family owns a house in Texas and I have a Texan ID?
